“In our Government’s agenda, fostering sustainable and prosperous agriculture stands as a paramount objective,” declared Chief Minister Siddaramiah during the unveiling of the State budget for 2024-25 on Friday. With a keen emphasis on promoting integrated farming practices, a comprehensive initiative named the Karnataka Raitha Samruddhi Yojane will be launched this year by consolidating various agricultural schemes.
This pioneering scheme aims to empower farmers by providing them with comprehensive guidance and support to ensure a stable income. Encompassing agriculture, animal husbandry, horticulture, and dairy farming, it will assist farmers in selecting crops tailored to soil conditions and market demands. Moreover, it will offer insights into soil testing, promote awareness of modern agricultural techniques, and facilitate access to opportunities for storage, value addition, and market linkages to fetch fair prices for their produce.
Establishment of a Seed Bank:
Recognizing the need for effective governance in agriculture and allied sectors, an Agriculture Development Authority will be instituted, chaired by the Chief Minister. This authority will facilitate policy implementation and enhance coordination among various departments including Agriculture, Horticulture, Sericulture, Fisheries, Cooperation, and Animal Husbandry.
Acknowledging the adverse impact of the ongoing drought, which has led to a 1.8 percent decline in the agricultural sector this year, the government pledges to create 5,000 water bodies over the next five years. This initiative targets promoting sustainable agriculture in drought-prone and rainfed regions across the State.
Revitalizing Successful Initiatives:
The renowned Krishi Bhagya Yojane, which garnered widespread acclaim during its previous tenure, is reintroduced with an allocation of ₹200 crore for the year 2023-24. Furthermore, the government proposes the establishment of a Community Seed Bank to preserve indigenous seeds on the brink of extinction.
Enhancing Food Processing Capabilities:
To minimize agricultural wastage and ensure fair returns for farmers, a dedicated Food Processing Directorate will be established under the Agriculture Department. This directorate will converge and streamline various food processing schemes from different departments, ensuring efficient implementation.
Additionally, to promote processing, value addition, and export of agricultural and horticultural produce, the government plans to establish food parks near airports through public-private partnerships. Initial establishments are slated for Sogane in Shivamogga district, Ittangihala in Vijayapura District, and Pujenahalli village in Bengaluru rural district.
Promoting Floriculture Trade:
In a bid to bolster sales and exports of floricultural crops, the government will set up a state-of-the-art commercial floriculture market in Bengaluru city under a PPP model, adhering to international standards.
