“Government Mandates Registration for IAS/KAS Coaching Centers in Karnataka to Ensure Quality Standards”
In response to concerns about the quality of coaching institutes, the Karnataka state government has enforced a mandatory registration requirement for centers providing coaching for competitive exams, including IAS and KAS. According to a circular issued by the government, coaching institutes must register with the Department of Collegiate Education by paying a fee of Rs 25,000 within 15 days. Failure to comply may result in action under the Karnataka Education Act. The move aims to regulate the proliferation of coaching centers, many of which are currently operating as societies or trusts with trade licenses issued by local bodies.
While there was a government order in 2006 mandating registration for such institutions, it was not strictly enforced until now. The department plans to conduct inspections of coaching institutes across the state to ensure compliance. Conditions for registration include the installation of surveillance cameras, provision of basic facilities like drinking water and toilets, well-equipped libraries, spacious classrooms, and qualified teaching staff. Additionally, coaching centers must have PAN and GST numbers, facilities for differently-abled individuals, and must provide details of Income Tax returns.
Given that coaching for competitive exams like IAS and KAS is offered post pre-university, these institutions must register under the Department of Collegiate Education (Higher Education). Coaching centers covering entrance exams such as CET and NEET should register with the Department of Pre-University Education. Despite these requirements, sources indicate that not many coaching centers have completed the registration process. Retired IAS officer Y K Puttasome Gowda, the founder-president of the Krishik Sarvodaya Foundation, a coaching institute for competitive exams, commended the government’s decision, stating that it is a positive step to maintain quality standards.
